The 2020 Commission was convened in 2008 to formulate recommendations to the New York State Department of Health (NYSDOH) to guide its
decisions related to major health care investments and actions in the Finger Lakes region. In its deliberations, the Commission focused on assessing the
Certificate of Need applications submitted by Unity Health, ViaHealth, and the University of Rochester Medical Center/Strong Memorial Hospital to modernized and
increase the acute care bed capacity of their existing facilities.
As a basis for its recommendations, the Commission established a framework that described the next generation of health care
delivery in the the Finger Lakes region. The centerpiece of this framework is hospital based resources, however, related
elements of the care delivery system were also considered, among them:
- medical manpower, including physician training and practice preferences;
- consumer preferences, including choice of providers;
- ambulatory services;
- medical technology;
- rural/urban issues in a regional health care system; and
- financing including reimbursement and graduate medical education.
