Community Health System 2020 Commission
Data Sources

Finger Lakes Health Systems Agency maintains, analyzes and publishes health status and health services utilization data from a variety of sources. The following provides a summary of the types of data bases maintained by the Agency. Contact the FLHSA Research Department to discuss summary tabulations and analyses customized to meet your planning needs.

Local Hospital Statistics (1976 to present)

Average daily census and emergency department visit statistics are provided monthly by the hospitals in the region. Summary reports of licensed beds, occupancy rates and average daily census statistics are published quarterly and ED diagnostic reports are provided with the 4th quarter reports.

Hospital Patient Discharge Statistics (1992 to 2006)

FLHSA receives annually a patient record level data file for all acute care discharges from hospitals in New York State. Record level data are confidential but summary tabulations of the data file have been used to identify average length of stay by diagnosis, dominant sources of reimbursement, patient migration for hospital care, ambulatory care sensitive discharge rates, and discharge rates by group (example)

Local Vital Statistics (1980 to 2004)

Using vital statistics tabulations provided by the New York State Health Department and tabulations from the record level vital statistics files, FLHSA has developed a longitudinal file of age-sex specific pregnancy and mortality rates and trends for the communities of the Finger Lakes and Genesee region with comparisons to upstate New York, New York State, and the U.S. The Agency periodically provides summary tabulations and analyses of these data bases (see Health Matters publications), and uses the data to assist the community in identifying service needs and evaluating programs.

Birth, Death, Fetal Death and Abortion Data Files (1990 to 2004)

FLHSA receives copies of the annual record level vital statistics files for New York State residents and recorded births, deaths, fetal deaths and abortions. Record level data are confidential, but FLHSA does provide summary tabulations of data for community planning purposes. The birth file was used recently to identify variations within the region in the Adequacy of Prenatal Care Utilization Index (APNCU), developed by Milton Kotelchuck, using the number of visits as well as the traditional measure of when trimester care began.

Resource Inventories (Current)

FLHSA maintains a current inventory of health services resources available in the Finger Lakes region. Inventories include information about long term care facilities and services, acute care facilities and services, diagnostic and treatment facilities, mental health services, alcohol and substance abuse services, number of licensed health care professionals by field and county health departments.

U.S. Census Data

The New York State Association of Health Planning Agencies is an affiliate New York State Data Center. FLHSA is the Association’s member responsible for maintaining a collection of current and historic census material and providing analyses and interpretations of census data as they relate to health planning issues for association members and the community.

HIV\AIDS Surveillance Reports

The FLHSA and Rochester Regional Task Force on AIDS maintain copies of the New York State Department of Health, Bureau of HIV/AIDS Epidemiology surveillance reports. These data include cumulative cases of AIDS and incidences rates by county, cumulative adult cases by age, race, sex and transmission risk, and cases of those presumed alive by age, race, sex and transmission. Initial data are beginning to arrive about HIV cases by county. These data are preliminary, since reporting did not begin until June 2000.
