**Executive Summary

On nearly every measure of health, African
Americans fare worse than their White counterparts. The IoM reported that
racial and ethnic minorities receive a lower quality of healthcare and are
less likely to receive routine health services, even when researchers
control for factors such as income, insurance status, age, co-morbid
conditions, and symptom expression. These differences were related to
barriers at the personal level, the provider level, and the institutional
level.

recommendation from the Commission on Health Care Facilities for the
21st Century
(the “Berger” or “Rightsizing” Commission). While the rest of
