Presents data from the Federal Employee Health Benefit Program indicating that two local participating plans had rates of premium increases lower than national average; premium levels are substantially below national average.  Also presents data on quality and satisfaction with local plans.

Presents data on trends in knee and hip joint replacement surgery in the Finger Lakes region and the U.S., including a doubling of rates of knee replacements among the elderly males and females in the region. Local rates are similar to national rates of joint replacement.  Also documents substantial disparities in rates among race/ethnic population groups.
