Attached below is the Review
Log for Certificate of Need (CON) applications received by the Finger
Lakes Health Systems Agency (FLHSA).
FLHSA encourages the
public as well as interested parties to comment on all applications
listed. Applications are available for viewing at FLHSA's office in
Rochester by appointment. Written comments should be addressed to the
Director of Review and should clearly identify the application by
project number, sponsor, and project description.
The Review Log serves
as written notice to the news media and affected parties of the review
of the applications listed. Further information on applications,
procedures for submitting written comments, and requesting a public
hearing may be obtained from the FLHSA, 1150 University Avenue,
Rochester, NY 14607-1647 (585) 461-3520.
In the case of
applications designated for administrative review, public hearings
will be scheduled upon request if time permits before the expiration
of review deadlines set by New York State review authorities. The Log
also indicates the results of New York State Department of Health
project reviews.
Some projects with
capital cost below a $4 million threshold may be subject to a review
limited to issues of architecture and/or engineering, such as
radiation or fire safety. For information, the Review Log also lists
these limited review applications, indicated as AEP (Architectural or
Engineering Plan). FLHSA does not have formal review authority for
these applications but may provide comments to the Department.
CON applications
(CONAs), limited review applications, and Capacity Management (CM)
projects not subject to CON review may be reviewed by the Community
Technology Assessment Advisory Board (CTAAB). CTAAB reviews local
projects and makes recommendations to area health insurers concerning
whether the insurers should cover such services. More projects may be
reviewed by CTAAB than through the CON process because CTAAB (1)
considers projects sponsored by private practitioners and (2) may have
a lower dollar cost review threshold. FLHSA provides technical
assistance to CTAAB on a contractual basis. For a full list of CTAAB

NOTE:
FLHSA has determined that it will routinely waive its review rights
under the Ofiice of Mental Retardation and Developmental Disabilities
(OMRDD) CON program. We will continue to monitor all Certificate of
Need proposals coming under OMRDD auspices. In the event a project
raises issues which staff believe would have community implications
and about which we have a different perspective than other review
bodies, we will notify OMRDD of our interest in the project.
